Mayor Inday Sara Duterte-Carpio; Mr. Jethro Dionisio; Police Director Ronald dela Rosa; si Jagger, General Guerrero; the officers and staff of the Armed Forces of the Philippines and same with the PNP; mga kasama ko sa gobyerno; mga kababayan ko.

I just went to an area… May barong po ako, I wanted to glamorize the evening with you in barong. Nandiyan ho sa baba but wala na ho akong panahon. I could not find a private… papunta dito. I’ve been to two sites to break ground for the housing of projects for the civilians, it’s 1,000 units.

At kung kunswelo ko naman sa… dahil inagawan ‘yung Armed Forces pati pulis ng mga Kadamay, sabi ko sa kanila during a command conference, ‘Huwag na lang natin awayin ‘yan puro tayo Pilipino.’ Ang pinag-awayan natin ang kahirapan.

So sabi ko, ‘Just relax and I’ll build you another one.’ So simultaneous ito, it’s puro gobyerno. But ‘yung kay Mayor Inday was a donation of Ramon Ang. Pero pareho ‘yung sa civilians and another place sa ‘yung sa military and police and some of the major services nandito lang sa… near the city. It’s also good for 1,000 units and it will be completed within maybe early next year, sabi nila 18 months.

And then I had to rush to the Coast Guard, nandiyan lang sila sa kabila. At huwag mo lang sabihin sa kanila I was in a hurry because wala namang baril doon. [laughter] Ano ang panoorin mo? Puro matatanda na ang iba. [laughter] Makalangoy pa kaya ‘yang mga ‘yan? Auxiliary na lang eh. Huwag ka lang maingay.

Well anong… Ganito ang problema ko ha and this has been my problem. I’m just trying to figure out a way, a solution na manalo lahat. Ever since na I went to a… into a service with a President, si Arroyo, I’ve been telling her na, ‘Ma’am, ganito ang sitwasyon.’ Mayor ako, alam ko ang problema eh.

Iyong mga mining companies, mga banana plantations, kukuha ‘yan sila ng mga guwardiya. So they go to the different… I mean, I sympathize with you guys so let us try to sort out something here. They will scout for the ideal coast guard — ay the security services. Tapos maghanap ‘yan sila ng mga kung sino ang — who’s capable of doing it, giving the best service to the company.

Ang karamihan kasi ng mga security agencies ganito, dalhin nila sa opisina ipapakita nila. ‘Ito ‘yung amin. Ito ‘yung uniporme nila. Ito ‘yung mga baril na gagamitin nila.’ And invariably mga M-16 and until now I’m still wondering but I’ll get into the bottom of it maybe someday, ‘yung mga [AK-47] ‘yung mga bullet ‘yung 5.56. Iyon ang ipinapakita nila noon, tapos ‘yung iba M-14.

Alam mo ang psychology ng isang security guard ganito ‘yan, tatanggap ng trabaho ‘yan maski anong trabaho, mahirap ang buhay eh. Tutal meron naman silang baril.

Ang problema nito, these are the guys that who will — who are willing to work in the boondocks, in the mountains, in the plantations, in the mining companies na ang kanilang paradigm is just to guard properties. And at the end of the day, they expect to go down to be with their families.

Ang mindset nila is not to go to the mountains and fight it out with the NPAs if somebody would grab an equipment or a whatever is there to be destroyed. They are not the ones ready to die for that.

Kaya invariably maski noon pa, ayaw ko talaga lalo na magbigay ng mga armas sa mga CHDF noon na malalayo ‘yung lugar, whose houses are… Alam ninyo ‘yan kayong tumanda dito, and then kayong mga pulis.

I’ve been complaining about it because one day, gigising ‘yan surrounded na ‘yung bahay na lima, anim, tatagal nang ibibigay ‘yung mga armas.

You know, as far as I know as a citizen of this Republic, about the only time na nakakuha tayo ng baril from China through Vietnam was ‘yung karagatan. Iyon ang totoo talagang ‘yung natsambahan nila. Iyong karagatan na arms. But other than that, home grown, locally generated. Ang worse pa nito, hindi ko na lang sabihin. As a matter of fact he is working with me. I got him because he’s my friend. Iyong nagbago siya dito ‘yung general… Alam ninyo ‘yan ayaw ko na lang sabihin but it is a costly mistake and please, even if you are there do not do it.

They decided to form another special unit ng CAFGU. Ako ayaw ko kasi kukunin nila doon sa lugar. Alam ninyo ‘yan. Para… sa imbag na it was heavily influenced by the NPAs. Halos buong bahay may kamag-anak sila sa NPA. Eh but he insisted eh ‘di sige. But I… Sinabi ko ‘yung misgivings ko.

O ngayon tignan mo, after two weeks pumunta kay Parago. P***, dala-dala ‘yung mga imported M-16. Eh ‘di ba sinabi ko sa’yo. Eh sinabi ko na sa inyo ‘yan eh. Iyan ang kay Presidente sabi ko, ‘huwag na kayong pumayag, ma’am, na ‘yung mga security guards nagdadala doon ng mga heavy firepower.’ If at all, shotgun because they are just there to project property.

Now how can we boost now sales? Eh bawal naman talaga ngayon eh. Maybe corporation but bawal naman talaga ng sa sibilyan —Ako marami akong baril. I’m willing to give it up… Sa katandaan ko ito I have lost a few. Kaya ‘yung sabihin mo maghunting-hunting pa. When I was mayor I used to hunt. Nakakapasok ako ng…

Noong na-Presidente na ako, away na kami ng NPA. Noong mayor ako kaibigan kami kasi wala masyadong ano eh. But at this time, may mga irreconcilable differences na, eh hindi na ako maka-hunting mag-isa. But I used to go to the mountains alone and even sleep there in the, my nipa hut.

Ang guwardiya ko mga NPA kasi kaibigan ko. Ngayon na-Presidente ako siyempre iba na ang papel ko eh ‘di away kami. So unless they really stop killing my soldiers and policemen, there will be no peace in this land.

Eh ako nauna nagbigay ng ceasefire tapos binastos nila, binaboy nila. Then they started to kill even wala pa ‘yung expiration ng period of announcement, pinagbibira na nila ‘yung mga sundalo, ayaw pa nila aminin. Diyan ako nagp**** i** diyan sa NPA na ‘yan eh sabi ko, ‘You better sign a bilateral.’ Bebot Bello called me last night but pauwiin mo na ‘yan dito.

Pero kung mag-usap lang tayo, they sign… Ano bang problema diyan? You just sign, I sign, you sign. Wala na. And I said Sison can go home here. I will guarantee his safety and his freedom. He will be free to walk around. Eh may sakit na eh, hayaan mo.

Sison is seriously sick. He’s got rare… It has something do to with… Not leukemia but sa bone marrow ang — parang ganun na rin.

He can come home, sabi ko. I’ll pay for the hospitals. Sige sabi ko umuwi siya dito. Pero mag-usap tayo ng walang lokohan. Eh mag-ceasefire ka tapos… Iyan ang problema diyan.

So ito ngayong ano… I will not– Sabagay that’s a rule in Davao. Alamin lang ninyo kung sino ‘yung tao.

First, that I will no longer allow ‘yung mga tindahan to sell bullets over the counter, that cannot be done. Hindi tayo matatapos nito, we’re just supplying ammunition to the enemy.

Kasi may pera sila because of extortion. And most of the plantation owners and the miners are really paying, ‘yan ang totoo talaga.

So they have the money. So we have to control. Kung may magpabili ka ng armas, make sure kung sino and I would create an office.

May bagong ano man, si DILG Secretary by June will be Año. So doon ko ibigay ang guidance sa kanya na how to check it out that no firearms would ever, ever land in the hands of an enemy of the state.

Pati ‘yung bala post portion, you can buy mga 20 rounds eh. Ano ba naman ‘yan whole day of firing.

Pero kung sabihin na ‘involved.’ I will have to– So if you want to take orders, advise your client or your clients that you have to work on the papers, mga… make it early because it would be hard for you not to get the bullets.

Because, we know very well that some of those ammunitions that are purchased are on the hands of the NPAs.

As one way of controlling and even ‘yung high-powered. ‘Yung high-powered hindi na talaga dapat ipagbili ‘yan. No more.

Ang security guard is there in the mountain shotgun, okay naman ‘yang shotgun.

O balik tayo 22 until such time that we are over the hump. May problema tayo eh.  We are facing a rebellion and it’s a threat that is really very, very clear.

So we have to do— Hindi kagaya ‘noong wala pang itong mga ito, itong problema na ito, na we can [inaudible]

Huwag naman ‘yung magsobra-sobra ka. Alam mo kung bakit? T*** i** kung nakawin ‘yan wala rin eh, kung malaman nila kung sino ‘yung maraming armas, eh tapos ire-raid nila.

[inaudible] has been raided several times in Manila and Bukidnon. And they know where to get the firearms.

So we have to revise some of the rules here, not to make it hard for you to make money but to protect first and foremost the Republic of the Philippines.

But we can do business but let us make sure that it does not fall into the hands of the enemies. Because it could then make it doubly hard for us instead of the maybe investing the life of one soldier in a fight, if you give them the firepower and the firearms, I would need about five soldiers to suppress one enemy. Mahirap ‘yan.

It’ll take longer kasi sinabi ko kanila, sa NPA sinabi  ko,“Bot, sabihin mo sa mga p****** i*** ‘yan, we have been fighting this war 50 years and if they want to fight another 50 years”, ang sabi ko, “I’m pissed off already because they have been attacking my – ‘my’ because I’m the commander-in-Chief — so ‘my soldiers and my policemen.’ ‘Yan ang mahirap diyan.

So a little bit of a… I’m sure the next DILG, he’s a military man. He’s the Chief of Staff now. Siya na ‘yung magiging DILG. And we will discuss it with you, with you.

So that we can come up with reasonable ground rules na hindi naman kayo malugi, that you can do business as usual.

But never, never give the advantage to the other side.

Because hindi ako talaga papayag ng ganon. I will not, I will not allow it simply. Because first and foremost maybe is to serve you but then my endeavor always and always will be the protection of the country.

So with that I congratulate you for this– Last buy na ito, kay next month wala na, bawal na lahat pati ‘yung mga collection.

Pag nanakawan ka, naholdap ubos lahat ‘yan pupunta na naman sa kalaban.

I said you know it’s a raw talk. What I would need one soldier to invest in any fight. Pag ka marami ng bala at maraming… I would be investing 10 soldiers for one enemy.

Because especially they can choose the time, they can choose the place where to engage. So I do not have that luxury of numbers of soldiers to stretch out all over the Philippines.

Sila ang mamili eh dito tayo sa Caraga bukas, bukas Del Sur ang tirahin natin. Eh ako, I can only, you know, tell them to be ready and—At tsaka itong ano, meron kasi akong plano, but it’s being done.

Itong Army, sumunod na lang because tapos na ang pulis, Glock ‘yung inyo, ‘yung kay Hermie. Nandiyan si Hermie? Hermie o.

Sabi ko 200, 138 ito lahat sila. Gusto ko lahat pareho ng pulis bigyan lang lahat ng sundalo ng armas, side arm.

Alam mo bakit? Maglabas ka  ng kampo sila. Pag walang, hindi naka uniporme, hindi magdadala ng long arms yan.

Ito namang mga sundalo ko hindi ko maintindihan. But they just may nakikita ko labas ng kampo [inaudible] basta wala ng uniporme. Kaya noong nakaraang dalawang buwan pinagpapatay, kumuha lang ng—Nasaktan. Sabi ko p**…  Maski wala namang kalaban-laban.

So I decided to invest na lahat ng sundalo bigyan ko ng ano. Ito, ito lang ang masasabi, I’m just trying to be fair to everybody. ‘Yung Glock sa pulis, karamihan ng mga pulis mga tamad naman… ng baril.

Gusto mag-sige. Totoo, matagal akong mayor, 23 years, mga pulis… Minsan ‘yung revolver nila noon tig-tatlo lang ang bala. Sabi ko, p**** i**** pulis na ito.

Minsan nagpunta ako ng Paquibato, eh di ako wala akong problema noon, Mayor ako talagang in and out ako.

Nakakausap ko pati si Inday kinausap niya si, mga NPA noon. Kami lang sa helicopter, silang tatlo ni Bong, pati ‘yung piloto, ‘yung asawa ni Mabel Acosta, Air Force man ‘yan noon.

Noon nagpadaan na ako ng ano, minsan nag-ano ako, pag makita nila akong dumaan humahabol. Sabi ko, diyan kayo. “Hindi sir kailangan talaga.”

Pagdating ko sa taas, sabi ko, ‘O ilan reserba mo na ano magazine?’ ‘Sir, ito.’  Kinuha doon sa likod. ‘Sir may reserba isa.’ P****** i**.

“’Yan lang ang bala natin?” “Okay na kami dito sir.” “Maubos tayo nito.” Paguwi ko sinasabi, “Hoy mga NPA huwag mong galawin to ha. T*** i** walang bala ‘yan. Wala kayong makuha diyan. Huwag niyong galawin ‘yan.”

Pinapauna ko pa. Sabi ko, sus basta pulis. Tanungin mo, “’Yang M16 mo puputok ba ‘yan?” “Ewan ko sir. Matagal na ito na hindi na…” Aatakihin agad. “Diyan ka lang sa istasyon mo.” Kaya ang pulis, kaya huwag kayong umakyat ng bukid. Kaya ‘di ba na-capture kayo?

Iyong… Ilan ba kayo noong nag-ano doon? P***, sabi ko, “Bong, sabihin mo i-release ‘yung mga sundalo.” Anong ginagawa niyan? Marami kayo ‘nong, mga anim o pito?

Kawawa ito si… Buti buhay pa ‘yang si Parago noon. Sabi ko, tawagin mo si Parago, sabihin mo na i-release niya ‘yung mga sundalo. 

Ang sundalo walang problema. Kasi basta hindi naman niya pinapatay ‘yang ano diyan. To the credit ha, in fairness also to the NPA, wala talaga ‘yang sila. No torture, no nothing.

Pero ‘yung malaman ko na policewoman, ayun apurado ako. Narinig ko ‘yung sa Surigao hindi ko alam na dalawa palang na-capture babae pulis. Ay p****** i** itong mga NPA na ‘to.

Kaya napilitan umakyat doon sa bukid. Isauli ninyo ‘yang babae kay hindi kasali ‘yan sa away.

So ngayon hindi ko na maasahan ‘yan. Hindi naman ako titirahin niyan. Kasi pag pinatay nila ako, wala na silang kausap. Sino kausapin nila? Si Robredo. Patay.

Sinong maniwala kay Robredo? Susmaryosep. Hindi ako patayin pero magkalaban na kami. I mean… At tsaka masakit na ang salita ko. Eh sumosobra eh. But anyway, my plan is really to deny them. Deny them of space; deny them of weapons that can match… hindi pa malayo pa. Not even by a mile. Maski mag-giyera tayo ng another one hundred years, wala silang makuha ditong barangay.

They cannot even capture one barangay totoo lang. But in the meantime marami naman tayong—

Mahirap kasi ‘yung totoong walang armas. It’s better really, I’ve telling everybody. It’s better na may armas ka, practice ka lang sandali. And if you do not need it, fine. It should… everlasting credit to you. Ang mahirap ‘yung kailangan mo tapos wala ka.

Ayan ang… because the Philippines you know what? Sobra ang firearms in the hands of persons who are not authorized. 

Danao makes a 45. Dito sa Cotobato kaya nilang, kaya nga nila gumawa ng Barrett kaya lang… Ewan ko makatama ba ‘yang mga y*** na ‘yan. Kailangan maraming armas dito sa Pilipinas.

So at this level now, it’s a bit dangerous to… sabihin mo it’s more dangerous to be not without a firearm.

Kaya ako I’m also telling you… maski 22 lang, 22, 380 huwag na lang ‘yung mga pang-sportsman. I’ve been telling everybody. Get a gun. If you are qualified, get a gun. 

It’s better to be prepared. Huwag na masyado sa labas makatakbo ka pa. Ang problema when you are invaded, when there’s an invasion in your house and you have to protect a family.

So I’m discouraging also from the collectors of… pagka marami na, pag natimingan (timing) kasi, nata-timingan nga ‘yung mga security agency, lalo na bahay.

So it’s too many, one too many is not also good. There’s always that odd of, the odds of increasing the danger.

So I need not talk more, hindi naman kayo ang pinuntahan ko dito, ‘yung baril sa totoo lang. [laughter] So may I be excused and say thank you for inviting me.
