Q: Alright, sir, question po mula kay Giovanni Nilles ng PhilStar. Ang tanong po niya: “With the PCO gag order, is it okay to ask Cabinet secretaries on their own capacity?” For example, Secretary Panelo daw po.

SEC. ANDANAR: Pwede namang magtanong. You know it’s a free country. Pwede kayong magtanong kung ano ang mga gusto ninyong tanungin sa ano — sa mga kasamahan natin sa Gabinete.

The question there is: Is it the line of the Presidential Communications Office? Iyon lang naman e. Ang sinabi ko lang naman the last time na nag-usap tayo na we are just putting our foot down and we are saying that lahat po ng impormasyon na galing sa PCO ay ito ‘yung official communication, official line of the Office of the President.

Now, anything that is out of the PCO na wala po kaming direktiba na this spokesperson is — official spokesperson ay official line ‘yon ng kanyang sariling opisina. Oo, iyon lang, ganun lang ho iyon.

If you want an official line, an official clarification from the Office of the President, then you go straight to the Presidential Communications Office. Now, kung maswerte kayo na nakakuha kayo straight from the Presidential Office or the Office of the President, then you are lucky.

Now, kung para mas madali ho ay mas maganda na dumiretso na lang — dumiretso na lamang ho kayo sa PCO para mas malinaw, para wala pong conflict ano.

Q: Alright, question naman po mula kay Jo Montemayor. Ang tanong niya po: “Any new instructions from President Duterte following the release of Sekkingstad? Will the troops deployed in the area be reduced now?”

SEC. ANDANAR: Wala pa ho. Wala pa hong instruction from the President. Wala pa akong information about that.

Q: Anyway iyong ano rin niya…Will the intensified pursuit operations continue?

SEC. ANDANAR: Of course, tuloy-tuloy po ‘yung giyera natin kontra sa mga terorista, hindi po titigil.

Q: Oo, alright, another question po mula kay Jo. Ang tanong niya: “What is the agenda of the President’s visit to Vietnam?”

SEC. ANDANAR: Wala pa rin po akong direktang ano — impormasyon kung ano ang pag-uusapan po sa Vietnam.

Let us wait for Secretary Jun Yasay to come home from his trip in the United States, sa New York at sa Washington DC. At pagdating niya po ay kukuha po tayo ng mas ano — mas magandang impormasyon para maibigay ko po sa inyo lahat hindi po tayo makuryente.

Q: Follow up po ni Jo: “What happened to the trips daw po in Thailand and Brunei and has the schedules been finalized and when will the President make the visit?”

Q: Yes, alright. Iyong follow up lang po ni Jo doon sa question niya na “what happened to the trips in Thailand and Brunei and has the schedules been finalized and when will the President make the visit?”

SEC. ANDANAR: Wala pa hong final schedule ang ating Pangulo sa mga biyahe sa iba pang ASEAN countries ano sa ngayon. Pagdating po ni Secretary Jun Yasay, kukunin ko po sa kanya ‘yung exact schedule at kung ano po ‘yung mga matutuloy na na biyahe.

Q: Another question from Jo. Any new appointments daw po?

SEC. ANDANAR: Well, nagkausap po…Nag-usap po kami ni former Congressman Teddy Boy Locsin kagabi at ang sabi ko sa kanya — sabi ko kasi — dalawang beses kami nag-usap e.

The first time nag-usap kami, sabi niya we will just wait for him to make a statement. Tapos nag-usap kami ulit sabi niya, sabihin mo na lang, Martin, sa media na nagkausap kami ni Presidente sa Bahay Pangarap at tinanggap niya ‘yung pwesto.

Q: Sir, clarification lang po para sa ilang ano…Si Congressman Locsin ay ina-appoint po bilang? This is regarding po doon sa anong appointment po?

SEC. ANDANAR: I asked him kung ano ‘yung pwesto pero hindi na siya sumagot. So sabi niya, he accepted the post.

SEC. ANDANAR: Ano nga ba ang tawag diyan? Oo. Dapat ho dumaan ang United Nations sa tamang proseso, sa tamang protocol kung gusto po nilang magpakumbida ay huwag ho idaan sa media.

Q: Alright, and another question from Jo: “Will the third list still be made public or will President Duterte just leave it to the law enforcement teams to handle?

SEC. ANDANAR: Ayoko pong pangunahan ang Pangulo. Ang alam ko doon po sa kanyang talumpati sa kampo ay ibinigay niya ito sa militar, itong listahan na isang-libo na mga ano — mga diumano’y drug lords at mga drug coddlers.

Q: Alright question naman po mula kay Gen Kabiling ng Manila Bulletin. Ang tanong po niya: “Did the government pay any ransom for the release of the Norwegian hostage? And isn’t the Palace worried that the ransom payment done by the families or foreign government could only embolden the Abu Sayyaf groups to kidnap more?

SEC. ANDANAR: I repeat, wala hong ganyang polisiya ang gobyerno. We maintain a no-ransom policy.

Kung nagbigay man ang pamilya, hindi namin alam iyan. Kung meron mang third party na nagbigay, hindi namin alam iyan.

Siguro kung saan ninyo nakuha, media, ang impormasyon na iyan, you tell us kung saan niyo nakuha at kung sino ang nagbigay kasi wala kaming alam, wala kaming impormasyon tungkol diyan sa ransom na ‘yan. But as far as the government is concerned, we maintain a no-ransom policy.

Q: Alright, another question din from Gen. Ang tanong niya: “Is President Duterte amenable to the revival of the Bataan Nuclear Power Plant despite safety concern? And where will the government get the $1 billion to rehabilitate the nuclear facility?

SEC. ANDANAR: I am not privy to the information or to what Department of Energy is into when it comes to the Nuclear Power Plant. I will have to talk to Energy Secretary Cusi about it — better yet siguro address the question to Secretary Cusi.

Q: Alright, and question din po, another question from Gen: Ano po ang reaksyon daw ni Presidente sa Matobato testimony. Does the Palace believe this is part of LP campaign to oust the President?

SEC. ANDANAR: Hindi ko pa ho nakausap ang Pangulo mula noong nagkaroon ng imbestigasyon si Senator Leila de Lima. So hindi ko ho rin nakita kung ano po ang reaksyon ng ating Pangulo.

But as far as I am concerned, ang aming official spokesperson pagdating po sa Senate investigation kung saan lumabas si Matobato ay si Secretary Vitaliano Aguirre. Siya ho ang magsasalita para sa gobyerno.

Q: Alright, mula naman po kay Ted Tuvera ng Tribune, related din po ang…”Why is the President personally silent on the accusations hurled against him by Matobato?”

SEC. ANDANAR: Again, sasagutin ko po ‘yan. Ang official spokesperson po natin pagdating sa imbestigasyon sa Senado at paglabas ni Matobato ay si Secretary Vitaliano Aguirre.

Q: Alright another question from Ted Tuvera. Ang tanong po niya: “Why is the President not in the mood throughout last week to talk to the media? Is this a new communication strategy?”

SEC. ANDANAR: Alam mo hindi natin masasabi kung ano ang — kung ang mood ng Pangulo to talk to the media or not to talk to the media.

But as far as the Presidential Communications Office is concerned, we just streamline the communication process para hindi po malito ang ating media at para malaman niyo, we can distinguish between what is official Palace line and what is ano — what is…What is the official line of every Cabinet portfolio is.

We have to distinguish kung ano ‘yung galing sa Presidente, we have to distinguish na kung galing sa PCO, ito po ‘yung official communication of the Palace. At kung ano po ‘yung sa labas ‘non na wala pong approval ng inyong lingkod, ng inyong PCO office ay hindi po ‘yon ang official line ng ating Pangulo.

Q: Alright, another question mula kay Ted. Ang question po niya: “President Duterte mentioned last Monday that the ‘yellows’ are on the move to discredit and even impeach him. Is he considering the Matobato outing a part of it?”

SEC. ANDANAR: Kasi maraming mga speculation e na — na itong grupo na ito, itong grupo na iyan. Siguro media you tell us kung ano ang inyong ebidensiya na itong grupo na ito ay responsable para sa kung anuman ang nangyayaring kaguluhan sa ating bansa ngayon, you tell us who.

Kasi kami wala ho kaming impormasyon kung sino ho talaga iyong behind all of these things. These are all speculations e.

But as far as we know ay hindi ho maganda ‘yung nangyayari dahil maraming magagandang ginagawa ang ating Pangulo partikular sa ating giyera kontra ilegal na droga. Nandyan din ho ang programa natin para mapaganda ‘yung ating ekonomiya, iyong 10-point economic program ni Secretary Sonny Dominguez.

Nandyan din ho ‘yung ngayon — ‘yung pinakamagandang development ngayon, iyong pagkawala sa Norwegian national at I believe ang development po ay meron pang ibang hostages na na-recover ang ating tropa, sa militar, at ‘yung mga kasama po ni Secretary Jess Dureza.

Bukod po ito sa Norwegian national meron pang ibang na-recover na hostages at dapat tutukan ho natin ito — kung pwede lang ho itong mga magagandang development na ito pati ‘yung roadmap to peace na magkakaroon ho tayo ng pangatlo if I am not mistaken na pag-uusap between the government peace panel at ng CPP-NPA-NDF sa Oslo, Norway ngayong October 6.

Q: Alright, another question po mula kay Efren Montaño. Kung may update na raw po doon kay Mary Jane Veloso? I think the Public Attorney’s Office daw is opposing the deposition in Kuala Lumpur?

SEC. ANDANAR: Wala pa ho kaming update ang PCO.

Q: Alright, alright. Another question from Jo Montemayor. Sabi po niya: “Why did President Duterte choose Secretary Aguirre as the spokesperson on the Matobato allegations instead of CPLC Panelo who is the Presidential Legal Counsel?”

SEC. ANDANAR: Well, kasi mas alam po ni Secretary Vitaliano Aguirre dahil ang alam ko ay he was also one of the lawyers during that time.

I am not just sure kung sino ‘yung ano — sino po ‘yung naging kliyente niya pero sinundan niya po itong kaso na ito noong 2009 if I am not mistaken.

Q: Alright. Follow up po ni Ted Tuvera tungkol doon sa question niya tungkol doon kay Matobato. Si Senator Alan Cayetano daw po ang nagsabi na “Plan B” daw ng Liberal Party?

SEC. ANDANAR: Siguro tanungin po natin si Secretary — ay si Senator Cayetano ano. Ako po ay wala akong direct information doon sa binanggit po ni Senator Alan Cayetano.

Q: Alright. Okay, sir, wala na po tayong natatanggap na mga questions from the MPC. Kung meron po ba kayong mga mensahe pa po para sa ating mga kababayan?

SEC. ANDANAR: Hindi wala na ho hindi ganito na lang siguro, Albert ano.
