SEBASTIAN:
Good morning, sir. Welcome po sa Radyo ng Bayan. 

SEC. ANDANAR:
Good morning, Albert. At good morning sa lahat ng nakikinig sa Radyo ng Bayan.

SEBASTIAN:
All right, sir. Any opening statement, sir, before we proceed to the questions from the Malacañang Press Corps?

SEC. ANDANAR: 
Diretso na tayo sa question and answer, Albert.

SEBASTIAN: 
All right. Unang tanong po galing kay Rose Novenario ng Hataw. Ang question po niya: Hihilingin ba ni President Duterte ang tulong ng MILF at MNLF na tumulong sa kampaniya kontra sa Abu Sayyaf Group?

SEC. ANDANAR: 
Sa ngayon ay may kapasidad po ang Philippine National Police at ang Armed Forces of the Philippines, ito rin ay base na rin po sa deklarasyon ng ating Pangulo, ang kaniyang pag-pronounce nitong state of lawlessness. So for now, the authorities that we have right now are … tamang-tama lang ‘no; kayang-kaya nila ang trabaho.

SEBASTIAN: 
Sir, follow up po ni Rose: Ano daw ba ang update sa usapan nila ni Misuari?

SEC. ANDANAR: 
Wala pa akong update diyan. Wala akong firsthand information about sa usapan po ni Presidente at ni Nur Misuari. 

SEBASTIAN: 
All right. Question naman po galing kay Jo Montemayor. Ang tanong niya: Ano daw pong resulta ng pagpupulong ni Pangulo at Heneral Bato kagabi? At kung kailan daw po lalabas iyong EO or AO o proclamation on general order on state of lawlessness?

SEC. ANDANAR: 
Within the day [ay] lalabas na ito or early tomorrow. Pero I am in close contact with the Executive Secretary.

SEBASTIAN: 
Another question from Jo. Kung matutuloy daw po ang lipad ni Pangulo pa-Laos at kung kailan? Kung magkakaroon ng caretaker committee si Pangulo habang wala sa bansa, at sino daw po iyong mamumuno sa komite?

SEC. ANDANAR: 
Matutuloy po ang paglipad namin sa Laos kasama po ang ating Pangulong Duterte bukas. Tapos ang magiging caretaker officer po ng ating Pangulo habang nasa ibang bansa ay si Executive Secretary Bingbong Medialdea.

SEBASTIAN: 
Follow up niya, kung may final na raw pong listahan kung sinu-sino iyong siyam na leaders na makaka-bilateral ni Pangulo sa Laos?

SEC. ANDANAR: 
Wala pa hong final na listahan. Ito po’y nagbabagu-bago ‘no. Pero rest assured that I will give you the information once it is finally available.

SEBASTIAN: 
Tuloy din po ba iyong schedule ng Pangulo sa Indonesia rin po?

SEC. ANDANAR: 
Sa ngayon po, tuloy.

SEBASTIAN: 
Question naman galing po kay Efren Montano: Palace stake on regarding travel advisories by the three nations on the Philippines?

SEC. ANDANAR: 
Well, ganiyan naman talaga ‘di ba, ‘pag may nangyayari [ay] naglalabas naman ng travel advisories iyong mga bansang America, usually, Canada at Australia. So iyan, wala namang bago diyan. Talagang it’s also their duty to advise their citizens who are traveling to be careful.

SEBASTIAN: 
Well, iyong follow up niya, sir, siguro naano ninyo rin. Ang sabi niya: Do we already have the paper for the declaration to clear up air o fear about it that it’s a step to ML – or siguro martial law ang nire-refer.

SEC. ANDANAR:
Maglalabas ho tayo, don’t worry. At ito po’y na-draft na. I think it was already finalized last night ‘no, pero ilalabas po natin within the day or tomorrow morning.

SEBASTIAN:
All right, sir. Follow up din niya: How do we assure that public that terror acts will not spread in Metro Manila?

SEC. ANDANAR:
Well, just continue with your lives – do not be afraid, but be alert. Let’s help our authorities. And if you see anything suspicious, mga acts of talagang hindi normal ‘no, i-report ninyo po sa inyong awtoridad, i-report ninyo po sa barangay tanod, sa barangay, sa pulis, sa militar ‘no. Let us help each other because our country, the democracy, 104 million people, hindi natin pinagbabawal bumiyahe ang ating mga kababayan and the best way really is to help each other.

SEBASTIAN:
All right, sir. Question naman po galing kay Giovanni ng Philippine Star: Out na po ba ang signed declaration on the state of lawlessness – nasagot ninyo na iyan. And iyong second question: Any development po sa investigation po sa Davao bombing?

SEC. ANDANAR:
Wala pa po sa akin iyong declaration—proclamation, actually, iyong proclamation. Pero I should have it within the day ‘no. At wala pa ho akong natatanggap na final investigation, ng police investigation doon po sa Davao bombing.

SEBASTIAN:
Question naman po, sir, galing kay Gen Kabiling ng Manila Bulletin. Ang question po niya: What are the scope or parameters of the declaration of the state of lawlessness in the country to dispel fears about the measure? And will the military be given extra powers in suppressing security threat?

SEC. ANDANAR:
Ang sa pagkakaalam ko lang po ay binibigyan ng awtoridad ang militar na tumulong sa Philippine National Police para sa pagpapatupad po ng Saligang Batas sa ating bansa, at para siguruhin na wala hong lawlessness na mangyari, kaya nga ito’y isang proclamation of state of lawlessness ‘no. At kaya isinasama iyong Armed Forces of the Philippines para mas lalong masiguro ang seguridad ng ating bansa.

SEBASTIAN:
Any new directives from the President following his meeting with PNP Chief last night?

SEC. ANDANAR:
Wala pa po sa amin. Pero it is understood that—kami naman sa Cabinet, we just move on and work hard, and even now, with what happened ay it is apparent that terrorism and terrorist acts will happen and they happen during the most unsuspecting times ‘no. So we just really have to be careful.

We have to accept the fact that our government is on serious war against illegal drugs and serious war against terrorism in Sulu, in Basilan, and these terrorists will always find a way to retaliate ‘no. Of course, iyon ang ano nila eh, iyon ang trabaho nila, to terrorize people. And for us also, the citizens, to ensure that we are not cowed by the terrorists, we continue with what we do because if we stop what we’re doing, parang nanalo po ang terorista niyan ‘no.

We are facing a faceless enemy, and the best way is to get our act together as government and as one people. Because the best way that we can defeat terrorists, alam mo naman ang mga terorista mga ano ito eh, mga … matakutin ito eh. They always want to fight with the other … with the opponent blinded ‘no. Ayaw nilang humarap nang harap-harapan eh.

SEBASTIAN:
Yes, sir.

SEC. ANDANAR:
So, this is the fight of everyone. This is not just a fight of government. This is the fight of the entire country.

SEBASTIAN:
Sir, the investigators are also looking hard on the angle of narco-politics behind the bombing, sir.

SEC. ANDANAR:
We cannot deny the fact that we also have enemies in the drug lords. And we cannot deny it that these drug lords are also well funded, and they have their own nefarious interest to protect. So, it’s part of the menu of suspects that we have. But in the scale of one to hundred percent ‘no, we’re looking at it at about 15% may be responsible for the bombings; maybe about 80% may responsible po iyong mga terorista, iyong mga bandido; at iyong 5% ay iyong mga maliliit na mga breakaway groups ‘no. And that’s what the President said during our meeting.

SEBASTIAN:
Sir, another question from Gen Kabiling. Sabi niya: Your comment regarding travel warnings issued by US, UK, Canada and Australia against Mindanao? And how will the government ensure the safety of foreign and local travelers in the country?

SEC. ANDANAR:
It’s normal for these countries to issue their travel warning because it’s their responsibility to their own citizens. But the AFP and the Philippine National Police, they’ve been on alert for the last few days ‘no. And life continues here in the Philippines; it’s still more fun here in the Philippines. It’s just one place in the south where it happened. We know that it was a terrorist act done exactly to arrest our development here in the south. But, you know, it’s just one. The country has thousand … hundred islands, and you can choose from other cities and other municipalities and other spots in the Philippines where you can enjoy the (unclear). Isa lang iyan eh. And it’s really up to the traveler ‘no kung saan niya gustong pumunta. But we can assure them that they are safe.

SEBASTIAN:
All right. Sir, reaksiyon lang po sa isang lumabas na ulat na iyong Communist Party of the Philippines is blaming the US. ‘Di ba, they’re accusing the United States as being behind the bombing daw po. Ano pong reaksiyon ng Palasyo dito?

SEC. ANDANAR:
I cannot comment on the comments of other parties.

SEBASTIAN:
All right, okay. Sir, wala na po tayong natatanggap na ilang mga questions pa, baka mayroon po kayong mensahe pa sa publiko po para sa ating mga kababayan?

SEC. ANDANAR:
Iyon na, Albert, tayo ay maging mapagmatiyag bilang isang nagkakaisang bayan ‘no. Huwag po tayong magpasakop, huwag po tayong magpatalo sa mga terorista, at tayo po ay makipagtulungan sa ating awtoridad. Let’s practice our civic responsibilities as responsible citizens to ensure that our country moves forward progressively. And the best way to counter all of these terror acts is to help each other, be a neighborhood watch. Help our barangay tanod, our barangay kapitan and help our local government units, our police force, the Armed Forces of the Philippines ‘no. Let’s watch each other’s back. And kung mayroon kayong makitang mga suspicious acts, mga acts na hindi normal ay isumbong ho natin agad sa security guard, sa awtoridad para mapanatili po natin ang kaayusan ng ating paligid at ng ating bansa, seguridad.
