PPP Center, DOTr sign consultancy contracts for four IFPs


MANILA – The Public-Private Partnership (PPP) Center, together with the Department of Transportation (DOTr), signed on August 17, 2023 contracts for consultant’s services of four PPP projects included in the administration’s ‘Build-Better-More’ infrastructure program.

These four transport projects include the NCR EDSA Busway Project, Operations and Maintenance (O&M) of the Cebu Bus Rapid Transit (BRT) Project, Manila Bay-Pasig River-Laguna Lake Ferry Project, and the North Long Haul Inter-Regional Railway Project.

“Through the Project Development and Monitoring Facility (PDMF), a revolving fund managed and administered by the PPP Center, the DOTr is assured of access to best practices and technology transfer through international and national experts. With this contract signing for four projects today, we are certain that the feasibility studies of these projects will be thoroughly guided through the expertise of the consultants and experts we are engaging,” PPP Center Deputy Executive Director Eleazar E. Ricote said.

The PDMF is established to enhance the investment environment for PPPs and develop a robust pipeline of viable and well-prepared PPP infrastructure projects in accordance with the BOT Law, Government Joint Venture Guidelines, and LGU PPP Codes. It is a funding mechanism available to agencies and local government units (LGUs) for developing bankable PPP projects and ensuring effective monitoring of project implementation.

The contract signing was joined by PPP Center Executive Director Ma. Cynthia C. Hernandez, Deputy Executive Director Ricote, DOTr Secretary Jaime J. Bautista and DOTr officials, together with Mr. Wilson P. Tan of SyCip Gorres Velayo & Co., Mr. Pranavant of Deloitte Touche Tohmatsu India LLP and Ms. Mary Jade T. Roxas-Divinagracia of PwC Philippines.
