In his speech, the President reiterated his warning to those who are sowing terror that he will be harsh in dealing with them. Earlier, he declared a state of Martial Law in Mindanao. 

President Duterte clarified his purpose of declaring Martial Law that is to protect and preserve the country. He also assured he will not allow any abuses to be committed by law enforcers during the period of Martial Law. 

He had to cut his official visit to the Russian Federation short to oversee the terror crisis that has erupted in Marawi City.
