But what I said when I was Mayor was—and I’ve been Mayor for the last 23 years—I told the criminals, “Do not destroy my city. Do not plant the city with shabu because you will destroy the country. Don’t, just don’t distribute shabu in my city because I will really kill you. I am not joking.)

Can we ask for a determination if this person is sane enough to try in court?” A doctor will say, “He is out of place in the court.”

Tawgon ang doctor. Muingon ang judge, “Doctor, unsa maning yawa ni? Is he capable of facing charges in court? Makasabot pa ba ni unsay right and wrong?” Ug muingon karon ang doctor kay mao man gyud nay masunod. Expert testimony man na. Muingon siya, “Dili na pwede, Judge, kay buang na.”

(The doctor will be summoned. The judge will ask, “Doctor, how is this fool here? Is he capable of facing charges in court? Will he be able to understand what is right and wrong?” And whatever the doctor says will be followed because that’s expert testimony. The doctor will say, “It’s no longer possible, Judge, because he is already insane.”)

Muingon ang judge, “Pwede ba siya makahibaw, makasabot ug tama ug mali?” Muingon pud ang doctor, “Dili na. Basag na eh. May liki na.” So kinsa may manubag ani ron? Kung buang siya niadto ug buang siya karon, mas grabe.

(The judge will say, “ Will he be able to distinguish what is right from wrong?” And the doctor will respond with, “No, he can’t because he is already insane. There is already a crack.” And so who will take responsibility for that now? If he was already crazy and then, then he is definitely crazier now.)

(If there is a drug lord who cooks the drugs but has no runner, then it’s useless. There’s always a runner, there’s always money. There are vices. It’s like a monkey is clinging onto your back every time you do drugs. Whenever you feel the need for drugs, it’s like a monkey is biting you and scratching your back.)

Pero tunga sa oras ana, pagkahuman ana bungog ka na pud. Mangita ka na pud. So muingon ka they are only killing and they are killing poor people.

(They’re all poor because it’s the poor who are ignorant and so they are the ones who will get hit. You think when you first try it, you’re floating. Your life seems so good, it’s as if you can see heaven itself. But after half an hour, you slump back. So you’ll look for more. So now you say they are only killing and they are killing poor people.)

Well, I am sorry. I have to clean up and until such time mapatay ang drug lords. Mawala ni sila sa dalan pagka gabii mag lakaw-lakaw mahurot mo. Im sorry. Muingon mo pobre mo? That’s not an answer. May problema ako. 4 million addicts. Do you want another four million sa akong panahon?

(Who will answer for the young girls who are being raped and killed? Who were those who perpetuated hod-ups inside jeepneys, shooting the passengers? Who will answer for that? Who will answer for the lives, innocent lives who are not—There in Middle East, Thailand and the rest of ASEAN countries, there are many Filipinos whose husbands and wives work there, outside the country. They bury themselves in their work just to earn money and send their children to school.)

In the Middle East, I am not specifying any country. Ngadto, ngano man? Uniporme na mag uli. Tanawa ang report. Makatulog lang sila 4 or 3 hours every day. Ang pagkaon lamaw pa. Ngano man? Kay ug wa ka ga trabaho ngadto ug ang iyang silingan o anak naay balay, limpyohan pa nimo na. Unya human, kwaon pa ngadto sa mga ig-agaw. Ang pobreng Pilipina usahay pabuntisan pa, i-rape pa. Muabot nalang diri sa Pilipinas, manganak sa kasilyas sa eroplano. And they swallow the indignity. Unya ilang antoson ang pagkawala [inaudible].

(In the Middle East, I am not specifying any country. Why? They look uniform when they get home. Look at the report. They get to sleep 4 or 3 hours every day. They eat leftovers. Why? Because if they don’t go there to work, they’ll work here cleaning houses for neighbors and cousins alike. The poor Filipinas sometimes get raped or get pregnant. And they’ll get to the Philippines, give birth in the restroom of an airplane, swallow the indignity. They’ll suffer the losses [inaudible])

Di na bale ko ma preso. I am ready to face the consequences and if I have to rot in hell, I will do it.

(They work like animals just to send money to send their children to school. But when they get home, they find that their daughter was raped or killed. Nothing was borne out from their sweat. But the drug lords are the ones who gain from the poverty of the Filipinos. They earn money from that. Curse you. I will really kill you. For as long as you don’t stop, as long as I am president, I will really defeat you, whether you permit it or not. I don’t care if I get jailed. I am ready to face the consequences. And if I have to rot in hell, I will do it.)

Maayo nang mag sinabtanay ta. Not all Filipinos are given the chance to be president. I am the 16th president. If you… It could be my honor. Kalipay nalang nako if I am killed in the altar of drugs in the Philippines.

Too many explanations, will just make you go in circles. In the national departments… in NEDA back then, it will take 3, 4, 5 years. Now I told them, “All cabinets, Defense, Foreign Affairs, your passports must be acted upon one month and then it will come out. I’m only giving you one month. Ten days for the passport.
