ATTY. STA. MARIA:                         Itong usaping ROTC na ito, sigurado na ba ito, Secretary Martin?

SEC. ANDANAR:                                                Iyan po ay napag-usapan kahapon sa Gabinete at nagbigay po si Undersecretary Yano ng brief about the proposed ROTC para sa year 11 at year 12, nagbigay siya ng background niya kung papano iyan nabuo at paano rin naalis because of the hazing case of Mark Welson Chua sa UST nung dekada 90. But anyway, the President gave his nod with conditions, pero hindi pa napag-usapan iyong kondisyon na sInabi ng Pangulo.

ATTY. STA. MARIA:                         Alam mo madaming hindi nakakaalala na nito sa ating mga kabataan o parang marahil wala sa kanilang kaisipan iyong ROTC. Sa tingin mo, Martin, ano ba ang magagawang mabuti nito sa ating mga kabataan?

SEC. ANDANAR:                                                Well, ako nag-ROTC, actually ikaw rin Atty. Mel.

ATTY. STA. MARIA:                         Oo ako rin nag-ROTC.

SEC. ANDANAR:                                                Although iyong ROTC ko iyong ROTC ko, first year lang kasi lumipat na ako ng abroad. Ang ROTC usually two years iyan tapos merong advance course hindi ba na two years; tapos puwede kang mag-lateral ngayon ng as officer. Ang basis ng argument ni Undersecretary Yano ay iyong mga kabataan kasi ngayon kulang sa disiplina, iyong ang nasabi niya sa argument niya, kumpara doon sa mga kabataan noon. And when it comes to ano—iyong mga pagkakataon ng [sakuna] ay malaki ang maitutulong ng ROTC, Atty. Mel. Kasi iyong citizenry mo ay trained already to…at least may basic training sa military, basic training especially sa combat. Kaya during the World War 2, sabi nga kahapon na – I think it was Secretary Ubial nagkuwento noon na maraming mga ROTC—ay si ano pala, si Secretary Ling Briones, marami doon sa bayan nila ang naging first line of defense iyong mga ROTC students.

ATTY. STA. MARIA:                         Alam mo kasi, Martin, talaga ang mga kabataan ngayon masyado iyong sense of entitlement, ika nga. Parang medyo…hindi ko naman inaano sila, medyo spoiled ng kaunti, dapat ire-align sila sa mga tamang gawain.

SEC. ANDANAR:                                                Oo, ang drawback naman kasi nito – kaya naman naalis – was because of the corruption that prevailed during the 90’s. At kaya nga iyon ang naging dahilan ng pagkamatay ni Mark Welson Chua, because he wants to be an officer pero na-hazing, eh iyon namatay. Iyon naman ang drawback nito. Kaya alam mo sabi ni Presidente kailangang siguraduhin lang na walang korapsyon.

ATTY. STA. MARIA:                         Alam mo, Martin, mag-segue ako sa isang punto, ano. Alam mo ang daming problema ng Presidente ngayon hindi ba. Napakadaming mabibigat na problema ng Presidente ngayon. Ipaliwanag mo nga sa amin, Martin, kung bakit natin dapat suportahan ang Presidente dito sa mga kilos niya sa NPA-NDF. Bakit natin dapat suportahan?

SEC. ANDANAR:                                                Well, to begin with, Atty. Mel. Number one, we have the President for the six years. Number two, pagdating po sa CPP-NPA-NDF, the President already walked the extra mile.

ATTY. STA. MARIA:                         Yes, I agree. Oo, tama.

SEC. ANDANAR:                                                Di ba, tapos to the extent of offering Cabinet position and lower than Cabinet positions sa mga kapatid natin sa kaliwa and at the same time, ang dami pang mga demands na ibinigay ang ating Pangulo sa kaliwa para lang matuloy itong peace talks. So let it be told that the President already extended his hands for lasting peace with the CPP-NPA-NDF. Kaso nga eh merong mga sundalo na… wala namang duty, uuwi, dala iyong suweldo na pinatay. So therefore iyong confidence building measure – na doon nagsisimula eh – na ine-extend ng Pangulo sa mga CPP-NPA-NDF ay biglang nawasak naman from their end, kasi because of what happened.

ATTY. STA. MARIA:                         Alam mo, Martin nakakapagtaka nga, Martin ano. I mean, sinasabi nga natin sincerity is subject to prove and I agree ano, the President went the extra mile dito eh and then so suddenly tinerminate iyong ceasefire nila on their side. Parang ibang-iba na talaga ang signal noon ano. Ano ang masasabi mo doon, Martin?

SEC. ANDANAR:                                                Well, of course iba talaga, kasi siyempre alam mo na, they lifted the ceasefire from the ground, iyong CPP-NPA-NDF. But then again, we—medyo kataka-taka din eh. Kasi doon sa third round of peace talks sa Roma, maayos naman, tapos pagdating doon sa baba, parang naiiba iyong galaw. So hindi ko alam kung the leadership of the CPP-NPA-NDF will have to talk to themselves kung ano talaga iyong problema, it’s just either iba-iba iyong pananaw nila. I guess they have to settle things among themselves kung merong problema. Pero tama ka, kahapon nakita naman sa Cabinet meeting na kasama pa rin natin si Secretary Lisa Masa, Secretary Judy Taguiwalo, Secretary Paeng Mariano and it shows that ano eh—may earlier—to quote JFK di ba, sabi niya “civility is not a sign of weakness, but sincerity is always subject to proof.”

ATTY. STA. MARIA:                         Correct, correct, tama.

SEC. ANDANAR:                                                Si Presidente napaka-civil sa mga taong nasa kaliwa. Ang sabi nga niya sa Gabinete – iba sa amin nakarinig – sabi niya doon sa tatlo, ‘you know, at the end of the day…at the end of the day, it’s always the interest of the Filipino.’ Iyon ang sabi niya.      

ATTY. STA. MARIA:                         Alam mo, Martin, itong—this is an issue, this is an issue where all of us, all of us—

SEC. ANDANAR:                                                Hello, Attorney?

ATTY. STA. MARIA:                         Hello, hello, Martin.

SEC. ANDANAR:                                                Andito ako sa may flight path eh so …

ATTY. STA. MARIA:                         Okay, naririnig mo na ako. Ako rin ‘no, I go with you na this is an issue where all of us, all of us ‘di ba, must stand behind the President dito eh. ‘Di ba, I mean, there is no gray area when you talk about peace ‘di ba, Martin? Hello, Martin? Naputol si Martin, sayang ang ganda pa naman ng sinabi ko.

Well, alam ninyo mga kaibigan talagang ano po talaga… in this matter, this issue on peace and iyong walang patayan na ng kapwa Pilipino eh dapat po talagang tayo ay magkaisa sa likod ng hangarin ng Presidente natin. Alam ninyo po naman ako, kritiko ako sa Presidente. Pero in this aspect po, talagang nakita ko naman ang kaniyang – sabi nga ni Martin, sabi nga ni President Kennedy – sincerity is subject to proof. And he has gone the extra mile dito eh, ako sa tingin ko lang po talaga. And yet the other side seems to be giving us mixed signal to the President. Eh kung kayo naman ang Presidente, ano naman ang gagawin ninyo? ‘Di ba po eh magiging …maghihintay na lang ba kayo hangga’t iyong mga tao ninyo, mga sundalo natin, ay napapatay diyan. Kaya it’s a very serious decision for the President, and yet in times of his decision like this, iyong ang punto niya peace, I think we really have to stand behind him dahil there is no other choice.

                                                                    Oh si Martin. Martin, ano pang masasabi mo?

SEC. ANDANAR:                                                Nagkausap nga kami ni Secretary Jess Dureza about it, nung nag-announce si Presidente noong Sabado na ni-lift na niya iyong ceasefire, tapos pinuputol na niya iyong peace talks. Ang napag-usapan nga namin ni Secretary Jess na the road to peace will have bumpy ride. And then napag-usapan na lang – both of us agreed also – that the peace negotiation is the result of effort that also requires so much confidence building measures.

                                                                    So for instance, the peace negotiation is not just at the negotiating table; it doesn’t happen only there. But this is also happens behind the scene. Like for example, iyong mga social projects sa mga lugar kung saan iyong mga rebelde, iyong pagpapagawa ng mga kalsada, iyong pagbibigay sa kanila ng assistance thru DSWD, DOH. Ito po, it requires a lot of confidence building measures and even if the negotiations on the table have ceased tuluy-tuloy pa rin iyong confidence building measures.

ATTY. STA. MARIA:                         Yeah, right, right.

SEC. ANDANAR:                                                ‘Di ba, so tuluy-tuloy pa rin ang gobyerno to  reaching out to the rebels.

ATTY. STA. MARIA:                         Alam mo maganda iyong sinabi mo, Martin, that the strategy of peace is not defined by this negotiation, but defined by a bigger, bigger scheme ‘no, bigger plan of government, ‘di ba.

SEC. ANDANAR:                                                Oo, yes. And you heard the President, sinabi niya, para doon sa ibang mga rebelde na gustong bumaba, ‘Come down and I will help you, I will help you start a new life,’ something to that effect ‘di ba. So makikita mo na although sa negotiating table eh wala nang tao doon, andoon sa likod, ‘di ba, doon sa confidence building measures, doon sa pagbibigay sa kanila ng tulong, ayuda sa pamamagitan ng mga social projects.

ATTY. STA. MARIA:                                         Be it roads, tulong, oo, patuloy pa rin.

SEC. ANDANAR:                                                Oo, patuloy pa rin.

ATTY. STA. MARIA:                         All right, okay. Maganda iyan, that’s a good one, Martin. At salamat napaliwanag mo iyan kasi nga dapat maunawaan ng ating mga kapatid iyan ngayong mga araw na ito.

SEC. ANDANAR:                                                Oo. And just the fact that you still see the leftist Cabinet members attend the Cabinet meeting yesterday, malaking simbolo ho iyan na at the end of the day, sabi ni Presidente, it’s all about the welfare of the Filipinos.

ATTY. STA. MARIA:                         Alam mo, magandang punto rin iyon, Martin, those who are near the President could see that they can repose trust on this guy in terms of peace keeping ‘di ba?

SEC. ANDANAR:                                                Opo.

ATTY. STA. MARIA:                         Compared to those …somewhere else. Magandang punto iyon.

SEC. ANDANAR:                                                Oo, so that’s one thing na baka within the leadership of the CPP-NPA-NDF, maybe they also have their own problem. Hindi natin alam eh. It’s up to them to fix it, kung meron man.

ATTY. STA. MARIA:                         All right, okay. Maraming, maraming salamat, Secretary Martin Andanar.

SEC. ANDANAR:                                                Salamat po, Atty. Mel. Sana magkita tayo.
