PRESIDENT DUTERTE: Here are my conditions. Akin ‘yan, and that could be by barest, pinaka-bare conditions or conditionalities. One is that there will be a document reduced in writing establishing the parameters of the peace talks. Kailangan may ceasefire at signed in an official document with the participation of the Norway government who’s providing the good offices of the peace talks to be held there.

Second is there must be no extortion or revolutionary tax. Third is that they cannot claim any piece of territory or a real estate here in the Republic of the Philippines.

Alam mo ganito ‘yan, noon may ceasefire. Magpunta ‘yung mga sundalo ko doon sa mag-patrol tapos sabihin nila, ‘they entered into our territory.’ That’s crazy. Bakit ako? Sila ‘yung rebelde, akin itong Pilipinas, the Republic of the Philippines. Atin ito.

Wala kang makuhang teritoryo, you might be claiming it but you cannot hang on to it. All you have to do is to do some, you know… Hindi ka nga makahawak ng isang barangay for one day. At saka ‘yung fourth at palagi kong nakakalimutan, release all prisoners. Whether police, military or civilians or government employees. ‘Pag wala ‘yan, walang peace talks.

(Translation: What is the update regarding PNP’s internal cleansing regarding those officials who were allegedly accused as “drug protectors” since a police superintendent was caught for allegedly using illegal drugs last week?)

PRESIDENT DUTERTE: As what I have said, ‘yung mga taga-gobyerno, irrespective of what department you belong to, nagwa-warning ako sa inyo, I am telling you that there will be no let-up in this war against the drugs because if I cannot stop it, I would have doomed my country and the next generation.

It does not really matter about martial law, ‘yung sinasabi nila gusto ko mag-diktator. P***** i**. Pinapaguran na nga ako nito eh. Gusto ko ng…  It has nothing to do with the suspension of habeas corpus, wala ‘yan.

Dito [raises his right hand] ko kukunin ‘yung inspirasyon ko at kung anong gawin ko. PRESIDENT DUTERTE: No, ang asawa nila aggravated kay may bad ano eh, atmosphere. So pati ‘yung asawa nag-ano. Pero iba ang… Hindi babae ang pinagawayan nila. Lalaki. [laughter]

Q: Mr. President, maayong gabii. Unsa imong mensahe labi na nga out of 18 regions, ang PNP Region 10 ranked number 3 sa campaign against illegal drugs, og ni-a ugma, awardan tung mga Top 10 performing nga nagsanta jud sa illegal drugs?

(Translation: Mr. President, good evening, anong mensahe niyo po ngayong ang PNP Region 10 ranked number 3 out of 18 Regions sa [performance] sa campaign against illegal drugs and paparangalan bukas yung mga kabilang sa Top 10 na nag-perform sa campaign against illegal drugs?)

PRESIDENT DUTERTE: Yes and I have lost… Ang estimate ko lang, hardly, but I lost about already ‘yung mga drug raids na kasama ang PNP, ang sundalo ko mga — I lost about 42 drug related, sa pulis about 36. Sigurado ako itong araw na ito may patay na pulis drug connected din. Basta sigurado ako niyan.

I lose about two to three soldiers or policemen everyday. Tapos sabihin nila extrajudicial killing? T**** i**, eh bakit ko pa… May mga jet man ako, hulugan ko na lang. Ang problema ang sibilyan. But I am using… I am now…

Historically, hindi ginagamit ‘yung air assets. But may bago akong jets and they are capable of destroying everybody there in the camp. I will not hesitate to order to destroy.

Sa droga destroy the apparatus, it’s a war. Sa rebelde, I will not hesitate to order to blast them off out of the kingdom come. Hindi ako pipigil sa ano, gamitin ninyo lahat. Bakit ako lang ba ang mag-dusa mamatay? Eh tabla-tabla tayo. Okay?
