OIC-USEC. GARAFIL: Hello! Good afternoon sa lahat at salamat nandito lahat kayo. First briefing natin, so natutuwa ako na nandito ako ngayon.
So anyway, bigyan ko lang kayo ng update regarding doon sa Cabinet meeting kanina, 11th Cabinet meeting.
Ang sektor ng transportasyon ay isa sa mga priority sectors ng ating Pangulo kaya pinag-present niya ang DOTr ng kanilang mga programa sa maritime at aviation sector; ito rin ay para isulong ang mga economic recovery at mabigyan ng hanapbuhay ang ating mga kababayan.
Inutusan ni Pangulong Marcos ang pagbuo ng isang Maritime Industry Development Plan upang mapaunlad at mapalawig ang mga industriya ng maritime at aviation sector, kasama diyan ang pag-utos din ng Pangulo na ayusin ang ports upang mas marami pang cruise ships na makadaong dito para ma-boost din ang ating tourism industry.
Inutusan din niya ang Marina na i-address ang problema ukol sa mga eskuwelahan na hindi nagku-comply sa educational quality standards base sa international requirements at guidelines. Kasama rin dito ang pagtugon sa isyu na ship boarding requirements sa mga maritime students. Sinabi ng Pangulo na dapat i-upgrade ang competencies ng mga eskuwelahan at ayusin ang training programs to give the students advantage and put them to international standards para mapatuloy ang estado ng bansa na number one supplier ng seafarers sa buong mundo.
Ukol naman sa aviation sector, inutusan ng Pangulo ang DOTr na tutukan ang pag-upgrade ng Manila airport upang matugunan ang lumalaking demand, kasama rin diyan ang pag-aaral sa mga existing unsolicited proposals para i-modernize ang mga existing airports at i-upgrade ito at magtayo ng mga bagong airports sa iba’t ibang lugar sa bansa.
So basically iyon, iyon po.
USEC. EUGENIO: Okay, for our first question, Maricel Halili/TV5.
MARICEL HALILI/TV5: Hi, ma’am. Magandang hapon po. Ma’am, on other issues. May nabanggit po kasi si Senator Migz Zubiri na kasama raw iyong Pilipinas sa mga na-blacklist ng China dahil daw po sa POGO. Ano po ang masasabi rito ng Malacañang?
OIC-USEC. GARAFIL: Ma’am, sa totoo lang, wala pa po kaming nari-receive na advisory with respect to that blacklisting issue. So kapag nabigyan na po kami ng kaukulang advisory, we will make the proper comment.
MARICEL HALILI/TV5: Pero, ma’am, is Malacañang worried with this initial statement kasi alam naman natin na isa ang China sa mga top tourists ng Pilipinas? So how will it affect the industry kung sakali na mangyari nga ito?
OIC-USEC. GARAFIL: Ayaw ko pong mag-speculate, so hintayin na lang po natin ang advisory kung mayroon man po.
MARICEL HALILI/TV5: Last na lang po. Do you find this unfair? I mean, even if it’s just an initial statement from Senator Migz Zubiri, do you find this unfair?
OIC-USEC. GARAFIL: I don’t want to comment sa isang bagay po na hindi pa namin po naku-confirm.
NESTOR CORRALES/INQUIRER.NET: Good afternoon, ma’am. No less than the sister of the President, Senator Imee Marcos, who is pushing for a House furlough for former Senator Leila de Lima. May we have Malacañang’s position on this?
OIC-USEC. GARAFIL: Ang mga kaso po ni Leila de Lima ay nasa korte na, so hayaan na lang po natin ang mga abogado niya to make the proper motion. The President cannot and will not intervene in any case that’s already with the courts.
NESTOR CORRALES/INQUIRER.NET: Just a follow up, ma’am. The hostage-taking of former Senator de Lima has revived calls to free her. What’s the Palace take on this and, will the President consider calls for the Department of Justice to drop the charges against the detained former Senator?
OIC-USEC. GARAFIL: As I said, we’ll leave it up to the court to decide if she’s going to be freed based on the evidence or merits of her case.

IVAN MAYRINA/GMA7: Usec, lumalakas na naman po ang mga panawagang suspendihin ang pangungolekta ng excise tax sa mga produktong petrolyo. Ang grupong PISTON sinabi po nila, hindi sila hihingi ng taas-pasahe pero hihilingin nila na suspindihin ang koleksiyon ng excise tax. Ano hong posisyon ng Palasyo rito?
OIC-USEC. GARAFIL: Sir, kanina sa Cabinet meeting, mayroong discussion about that pero nagku-consider sila ng mga options and in time mag-a-announce po sila I’m sure ng mga specific plans and programs to address that issue.
IVAN MAYRINA/GMA7: Speaking of options, may nilabas hong pahayag ang Pangulo tungkol dito sa survey and possible drilling ng Nido Petroleum Philippines. Can you tell us more about this?
OIC-USEC. GARAFIL: Yes. May pinalabas kami kanina na press statement mismo ng ating Pangulo na itong Cadlao Oil Field sa Palawan ay mari-revive ang kanilang drilling operation at pinapakita lang nito ang commitment ng Pangulo na maghanap ng mga locally sourced oil products or oil exploration projects para matugunan iyong pagtaas ng presyo ng langis
