MANAPLA, Negros Occidental – About 50 farming households of Barangay San Pablo would benefit from the Community-managed Potable Water Supply, Sanitation and Hygiene (CPWASH) project of the Department of Agrarian Reform (DAR).
This came about as officials and representatives from the DAR-Negros Occidental, the local government of Manapla, and the Hacienda Rita Balud Farmers Association (HABARFA), signed a memorandum of agreement (MOA) where the DAR will allocate P110,000 for the construction of the water facilities.
Atty. Edwin N. Mendame Jr., DAR-Negros Occidental provincial agrarian reform program officer, said the CP-WASH filters bacteria, dirt, and other water-borne diseases making it safe for consumption by the residents and farmers in the community.
“The DAR is not just concerned with distributing lands to help farmers improve their economic conditions. The DAR also looks after the well-being, safety, and living condition of the people in agrarian reform communities,” Mendame said.
Mendame said the project aims to provide the agrarian reform beneficiary households and the residents to clean water using a technology that is very affordable, easy to maintain, and taken care of by the community.
The CPWASH will benefit community residents in Barangay San Pablo, where the majority of its farmer residents are agrarian reform beneficiaries (ARBs). The project includes the installation of a rainwater collector, an iron removal filter, a bio-sand filter, and a biogas digester.
Hadje C. Padronia, President of HABARFA, thanked the DAR for bringing the CPWASH project to their barangay as they used to rely mainly on deep wells, hand pumps, and rainwater. These are not safe as drinking water, causing incidences of amoebiasis, typhoid fever, and other water-related illnesses but they still used them to survive their daily activities.
The CPWASH Project is among the projects of DAR Secretary Conrado M. Estrella III in line with the vision of President Ferdinand R. Marcos, Jr. to implement responsive projects to uplift the living conditions of Filipinos in the country.
The construction of the project is expected to be completed and functional within the month of August.

MANAPLA, Negros Occidental —Humigit-kumulang 50 kabahayan ng mga magsasaka ng Barangay San Pablo ang malapit nang makinabang sa Community-managed Potable Water Supply, Sanitation and Hygiene (CPWASH) project ng Department of Agrarian Reform (DAR).
Nangyari ito ng lumangda ang mga opisyal at kinatawan mula sa DAR-Negros Occidental, lokal na pamahalaan ng Manapla, at Hacienda Rita Balud Farmers Association (HABARFA), sa isang memorandum of agreement (MOA) kung saan maglalaan ang DAR ng P110,000 para sa pagtatayo ng mga pasilidad ng tubig.
Sinabi ni Atty. Edwin N. Mendame Jr., DAR-Negros Occidental provincial agrarian reform program officer, na sinasala ng CP-WASH ang bacteria, dumi at iba pang water-borne disease na nasa tubig at na ginagawa itong ligtas para sa pagkonsumo ng mga residente at magsasaka sa komunidad.
“Ang DAR ay hindi lamang nakatuon sa pamamahagi ng mga lupa sa mga magsasaka. Pinangangalagaan din ng DAR ang kapakanan, kaligtasan, at pamumuhay ng mga tao sa mga agrarian reform communities,” ani Mendame.
Sinabi ni Mendame na ang proyekto ay naglalayon na mabigyan ng malinis na tubig ang mga agrarian reform beneficiaries at ang mga residente gamit ang teknolohiyang abot-kaya, madaling mapanatili, at inaalagaan ng komunidad.
Ang CPWASH ay pakikinabangan ng mga residente ng Barangay San Pablo, kung saan karamihan sa mga residente nito ay mga agrarian reform beneficiaries (ARBs). Kasama sa proyekto ang pag-install ng isang rainwater collector, isang iron removal filter, isang bio-sand filter, at isang biogas digester.
Nagpasalamat si Hadje C. Padronia, Pangulo ng HABARFA, sa DAR sa pagkakaloob ng proyektong CPWASH sa kanilang barangay dahil dati silang umaasa sa mga malalim na balon, hand pump, at tubig-ulan. Ang mga ito ay hindi ligtas bilang inuming tubig, na nagiging sanhi ng mga insidente ng amoebiasis, typhoid fever, at iba pang mga sakit na nauugnay sa tubig ngunit ginagamit pa rin nila ang mga ito para sa kanilang pang-araw-araw na gawain.
Ang CPWASH Project ay kabilang sa mga proyekto ni DAR Secretary Conrado M. Estrella III alinsunod sa bisyon ni Pangulong Ferdinand R. Marcos, Jr. na magpatupad ng mga tumutugon na proyekto upang maiangat ang kalagayan ng pamumuhay ng mga Pilipino sa bansa.
Inaasahang makukumpleto ang konstruksyon ng proyekto at gagana sa loob ng buwan ng Agosto.
